To open is easy, just fill in the name and basic info then can start waiting money to flow in. But when you receive the very first payment, you will asked to enter either bank account or credit card for verification. For my case I put credit card, cause i afraid some other people may fraud. But if it does happened, then at least i can lodge a complain to card center so that I wont have loosses.
So far I am happy with this approach because still not too much. Until today when I receive payment from a provider, I got prompted and requesting to enter my bank info. I felt very uneasy as how can I make sure they will not simply enquiry about my account, or also make a fraud as authorise party to withdraw all the money? As we know there are quite a long lists of terms and condition, and honestly I didn't really go through it one by one.
I heard other blogger has filed in a ticket for Paypal asking if this is the error. But if it is not, I think either I will discontinue, or just open a dummy account purely receives the money from Paypal. If you have better suggestion, please x3 let me know how also... TQTQTQ.

I called Paypal up about this issue and they explained that when they were doing some upgrading a few days ago, something went wrong which affected Paypal accounts from some countries. Malaysia is one of the countries affected.
It is definitely an error that they are trying to fix right now.
